AI and small business in Mindanao: what the research actually says

Most writing about AI and Philippine business is written from Manila, or from nowhere in particular. So it is worth looking at what has actually been studied about businesses here, in Mindanao, and what it says about whether this is worth your attention.

The short version is more interesting than the hype: the research does not find that owners here are unwilling or unable. It finds that the support around them is thin.

The finding that matters most

A study of SMEs in the Bangsamoro Autonomous Region in Muslim Mindanao looked at readiness to adopt AI across three dimensions, which is the standard way this gets measured: technological, organisational, and environmental.

The result was moderate technological and organisational readiness, but low environmental readiness. Environmental readiness means the things outside the business: external support, people who can help, and market demand pulling you forward.

Read that again, because it is not the story you get told. It is not saying businesses in Mindanao are behind. It is saying owners are reasonably ready and reasonably organised, and what is missing is anyone nearby to help them do it.

Davao del Norte, studied case by case

Separate research looked at AI adoption among SMEs in Davao del Norte as a multiple case study, examining how businesses in the region are actually approaching it rather than surveying attitudes from a distance. That kind of work is rare for Mindanao and worth knowing exists, because it means the question is being taken seriously as a regional one rather than a national average that hides everything.

There is government support, and most owners do not know about it

The DTI has been pushing on this harder than most business owners realise:

• Mindanao MSMEs are being pointed toward free AI tools under the National AI Strategy Roadmap 2.0, specifically so that small businesses can skip the infrastructure costs that used to make this inaccessible.
• DTI staff themselves completed AI training in March 2026 in order to support MSME digitalisation, which means the people at the agency are being equipped to advise you.
• The 2026 MSME Development Week theme is "Navigating the Shift, Building Resilient and Future-Ready MSMEs", which tells you where the policy attention is going.
• Every LGU in SOCCSKSARGEN has a Negosyo Center, offering advisory services, mentoring and training that already covers e-commerce and digital marketing.

If you run a business in Koronadal, General Santos, Tacurong or anywhere in Region 12, there is a Negosyo Center you can walk into. Most owners we speak to have never been. That is free support sitting unused while the same owners tell us they cannot afford help.

What the research does not say

Being honest about the limits matters more than stacking up citations.

None of this research says AI will increase your sales by a specific percentage. None of it says a particular tool works better than another for a sari-sari store or an aircon business. Anyone quoting you a hard number for what AI will do to your revenue is making it up, and you should treat that the way you would treat any other unsupported claim.

What the studies support is narrower and more useful: businesses in this region are broadly capable of adopting this, the tooling has stopped being the barrier, and the missing piece is people on the ground who can help.

What to actually do with this

2. Use the free support that already exists. Visit your Negosyo Center. Ask what digital and AI programmes they are running this quarter. It costs you an afternoon.

4. Get help locally. This is the gap the research identified. Someone who can look at your actual screen beats any amount of online advice, which is the entire reason we run free sessions here rather than posting reels.

Why we care about this specifically

We build systems for clinics, workshops, courts and shops across the Philippines. The pattern in the research matches what we see in person: owners are not resistant, they are unsupported. They tried an AI once, got a generic answer because nobody told them it needed context, and reasonably concluded it was not for them.

That is a solvable problem, and solving it does not require a budget.
